Bringing Community and Industry Together for Thriving First Nations Futures
We are Indigenous leaders and Navy veterans guiding organisations with cultural insight, strategic advice, and lived experience.
Zagul Biri merges over 40 years of combined Royal Australian Navy service with deep Indigenous knowledge to deliver culturally grounded guidance. We’ve been at the command table and the community table, giving our clients independent advice that works because we’ve been there.

Fire that drives
Our Identity, Our Purpose

Our name connects two powerful Indigenous words from our founders’ cultures.
Zagul meaning bioluminescence in the Torres Strait Islander language, is the organic light that traditionally guided fishermen in the evening waters.
Biri is the Djabugay word for fire, it represents the protective warmth of the flame where the community gathers and the powerful force that invites regrowth.
Together, water and fire reflect our purpose: to guide, protect, and empower by uncovering opportunities and creating abundance for Indigenous communities.
